In this photo taken March 12, 2009, Mayor Mike Cerny and 10-year-old Nick Pocius are reflected in the standing water of the town's baseball diamond in Carbon, Hill, Ill. Sewage from toilets flows in open ditches here, spilling into back yards and even onto the lone baseball diamond where children play after school. The nose-wrinkling stench carries throughout this century-old, one-diner village outside Chicago and Cerny is hoping the town can win some of the federal stimulus money set aside for sewage and water-quality projects.
